Ingredients
- 1 1/2 tablespoons olive oil
- 2 cloves garlic, minced
- 1 onion, finely chopped
- 1 carrot, finely chopped
- 1 stalk celery, finely chopped
- 750g (1.5 lb) beef mince (ground beef)
- 1/4 cup (40g) flour (plain / all-purpose)
- 1/4 cup (55g) tomato paste
- 2 cups (500ml) beef stock/broth, low sodium
- 1/2 cup (125ml) red wine (or water)
- 1 beef bouillon cube, crumbled (or 1 tsp stock powder)
- 2 tablespoons Worcestershire sauce
- 1 teaspoon dried thyme (or 3 sprigs fresh thyme)
- 2 dried bay leaves
- 3/4 teaspoon salt
- 1/2 teaspoon black pepper
- 1.2kg (2.5 lb) potatoes, peeled and cut into 1-inch cubes
- 2/3 cup (165ml) milk, warmed
- 2 tablespoons (30g) butter
- 2 tablespoons (30g) butter, for the parmesan crust (optional)
- 2 tablespoons (20g) parmesan, grated, for the parmesan crust (optional)
Directions
- Heat the olive oil in a large skillet over medium-high heat. Add the onion and garlic and cook for 1 minute, then add the carrot and celery and cook for another 3 minutes, until softened and starting to smell sweet.
- Turn the heat up to high, add the beef, and cook, breaking it up as you go, until well browned all over. Browning it properly here builds flavor that carries through the whole dish, so don't rush this step.
- Stir in the flour and mix it through the beef and vegetables. Add the tomato paste, beef stock, red wine, crumbled bouillon cube, Worcestershire sauce, thyme, bay leaves, salt, and pepper.
- Bring the mixture to a simmer, then reduce the heat so it's simmering steadily rather than boiling hard. Cook for about 30 minutes, stirring occasionally, until it reduces down to a thick gravy consistency — keep in mind that whatever thickness the filling is when it goes into the dish is what it will stay once baked, since no steam escapes to reduce it further. Taste and add more salt if needed.
- Transfer the filling to a 6-cup pie dish, cover, and let it cool — even overnight in the fridge works well. Cooling the filling first keeps the mashed potato topping from sinking in and makes it much easier to spread evenly.
- Preheat the oven to 180°C (350°F). Cook the potato cubes in boiling water for about 15 minutes, until soft. Drain well, return them to the pot on the turned-off stove, and shake briefly, letting them steam-dry for 30 seconds or so — skipping this step leaves excess water in the potatoes, which will seep into the filling and thin out the gravy as it bakes.
- Add the butter to the potatoes and mash until melted in, then add the warmed milk and mash until smooth. Work quickly while the mash is still hot, since cold mash is much harder to spread evenly.
- Spread the mashed potato over the cooled filling, using a fork to rough up the surface — a rougher texture means more golden, crispy bits once baked. If using the parmesan crust, sprinkle the top with parmesan and drizzle with the extra butter, or simply drizzle with a little olive oil instead.
- Bake for 25 to 30 minutes, until golden on top and bubbling around the edges. Stick a knife into the center to confirm it's piping hot all the way through.
- Let the pie stand for 5 minutes before serving, garnished with fresh thyme leaves if you like.
Chef's Note: The difference between cottage pie and shepherd's pie comes down to one swap — beef here instead of lamb — so if you'd rather make the lamb version, this same method and gravy works just as well. Cooling the filling before topping it with mash isn't just a nice-to-have; skipping it is the single most common reason the potato ends up sinking into the gravy instead of sitting as a distinct layer on top.
Steam-drying the potatoes after draining matters more than it seems — any extra water left clinging to them will leak into the filling while baking and water down what should be a rich, thick gravy. This pie is genuinely great for making ahead: assemble it completely but hold off on baking, then refrigerate for up to 4 days or freeze for up to 3 months, and bake straight from chilled or thawed when you're ready.
